After teaming up for a pair of medal-winning relay swims this week, Michael Phelps and Ryan Lochte squared off today in the 200-meter individual medley final.

The Americans were co-favorites, with Phelps having owned the event in the last two Olympics, but Lochte annihilating the field in the 400-meter IM this year.

Not surprisingly, one took gold and one silver today ... but who won?

  • Ryan Lochte Swimming
  • Michael Phelps Swimming

Michael Phelps! The most-decorated Olympian ever took home the gold in 1:54.27, just 0.27 off the world record and 0.04 off the Olympic record.

Ryan Lochte won the silver medal, 0.63 back.

Hungary's Laszlo Cseh fell away through three legs but earned the bronze. Brazil's Thiago Pereira was actually second after the breaststroke leg.

The medal was Phelps' 16th gold and record 20th overall, while Lochte reached double digits in career medals, earning #10 with the silver.

He probably won't hear from President Obama this time, but Michael Phelps' mom was definitely psyched as he continues to cement his legacy

Way to go, both of you guys! U-S-A! U-S-A!

Michael Phelps made history yesterday, breaking the mark for most medals ever won at the Olympics.

And it didn't take long for the legendary swinner to receive congratulations from another record-setter, the nation's first-ever African-American President.

"Congrats to Michael Phelps for breaking the all-time medal record," Barack Obama Tweeted. "You've made your country proud."

  • President Obama in Florida

Phelps soon replied to the First Message with: "Thank you Mr. President!! It's an honor representing the #USA!! The best country in the world!!"

Of course, Missy Franklin received props from Justin Bieber after she won Gold earlier in the Games, prompting the difficult question: From whom would you prefer to receive a Tweet?

You can't blame Michael Phelps' mom Debbie for thinking he had this one.

The best swimmer ever held a half body-length lead in the final 15 meters of Tuesday's 200-meter butterfly, a race he hadn't lost in a major competition since 2001, when he obliterated the world record he still holds.

Even down to the final milliseconds, Phelps appeared to have the edge over South Africa's Chad le Clos, but the latter timed his "touch" of the wall perfectly to stun Michael - and Debbie, who momentarily celebrated.

Watch her reaction as she learns her boy won silver, not gold ...

Everyone watching at the London Aquatic Center and at home on TV did pretty much the same thing, of course, just without TV cameras on us.

Supportive parent that she is, Debbie Phelps clapped for Michael's silver anyway, despite her shock and disappointment. It was a nice moment.

One he somewhat made up for later in the day as well.

Despite being a bit off his otherworldly pace from 2008, Phelps broke the all-time Olympic medal record by helping the U.S. score another relay victory.

It's a good day to be an American.

Within hours of the U.S. Gymnastics Team taking home the Gold Medal by a very wide margin, Michael Phelps set the record for most times on the Olympic podium.

Michael Phelps in the Pool

The iconic athlete teamed with Ryan Lochte, Ricky Berens, and Conor Dwyer to take first place in the 4x200m Freestyle Relay this afternoon, giving Phelps 19 total medals over three Olympics, the most of any athlete in the history of the Games.

In addition to the all-time Olympic medal record, Phelps holds the mark for most Gold Olympic medals (15) and the record for most Golds in individual events (9).

We send Phelps our hearty congratulations and we say: USA! USA!

Well, this is no fun.

Billed as the biggest individual rivalry at the 2012 Summer Olympics, Michael Phelps and Ryan Lochte are being all... classy with each other. Don't they know this is a competition?!?

Lochte Wins

Not long after Lochte won the Gold Medal in the 400 IM today, Phelps - who did not finish in the top three in that event for the first time since 2000 - sent a congratulatory Tweet to his countryman, writing:

Congrats to @ryanlochte ... Way to keep that title in the country where it belongs!!

The winner then replied: Thanks @MichaelPhelps I couldn't do it with out you. #USA

Phelps has six more events in front of him and needs two medals to set the all-time Olympic mark. But this race belonged to his rival.

“This is my year,” Lochte said after earning Gold. “I know it and I feel it, because I’ve put in hard work. I’ve trained my butt off for four years … and there’s no better way to start this Olympics off than getting gold.”

Let's try to fire up this feud, shall we? Vote now: Michael Phelps or Ryan Lochte, who would you rather...

Michael Phelps, the 27-year-old 14-time Olympic gold medalist, is shirtless on the cover of Details' August 2012 issue celebrating the London games.

Details interview excerpts and photos of the living swimming legend below!

On his 2012 Olympics game plan: “When you get to that big meet ... you’ve done all the training. You tune everything out and go up to the block and do everything that you’ve prepared to do. You can’t go back and fix anything."

"Whatever happens, happens. If you fail, you just get up and try again.”

On gaining 25 pounds after the 2008 Olympics: “At that point, I just didn’t have anything. It was weird going from the highest of the high, the biggest point of your life - winning eight gold medals - and then saying, ‘All right, where do I go from here?’"

"I wasn’t motivated. I did nothing, literally nothing, for a long time."

"I gained 25 pounds. A friend of mine and I were playing football on the beach in Miami, and somebody got a picture of us and put it all over the place. And he was like, “Bro, you gotta start working out, man. You are fat.”

On the infamous bong photo: “It was a learning experience. I’m the kind of person who has to go through the learning experiences myself."

"Somebody could tell me, 'If you eat this much you’ll be fat,' and I’d be like, ‘Yeah, okay, let me try it.’ I’ll be the first to admit that I’ve made thousands of mistakes, but I’ve never made the same mistake twice.”

Michael Phelps is ready to swim into the sunset.

After winning a total of 16 Olympic medals, including a record eight gold medals in Beijing at the 2008 Summer Olympics, the star says this summer's games will be his last.

Phelps says after the 2012 Olympics in London, he's ready to see what the rest of the world has to offer after devoting virtually his entire life thus far to swimming.

During Sunday's interview on 60 Minutes, his mother, Debbie Phelps, admitted she'd like to see him compete at the 2016 Olympics in Rio de Janeiro, Brazil.

"C'mon Michael just a 50 freestyle," she begged. "I've never been [to Brazil] before."

"We'll go watch," the 26-year-old replied, letting his mom down easy at least. "But once I retire, I'm retiring. I'm done."

Phelps will need to win at least two more medals in London in order to at least tie with the ultimate record holder: Soviet gymnast Larysa Latynina, who has won 18 medals.

We wouldn't recommend betting against him.

4/20. It's a great day to be high ... on life here at THG.

While the origins of 420 remain hotly debated, but no matter where the term came from, peeps associate it with smoking massive amounts of the marijuana!

So be it then. The 20th day of April has become a de facto holiday, and for good reason. What more of a justification do you need to celebrate than that?

With that in mind, The Hollywood Gossip salutes some famous individuals who have been known to puff the herb from time to time. Some even inhale ...

Soulja Boy, Weed

Soulja Boy. Soulja Boy's rep explains the above image, Tweeted this week, as being taken inside of a California marijuana dispensary earlier this month.

Soulja allegedly just wanted a pic and didn't try to buy any of it ... but the guy was also arrested recently with major amounts of weed, guns and cash.

Bobbi Kristina Brown. The worst thing about the Bobbi Kristina Brown bong video that recently surfaced? Few people were actually surprised by it.

After all, if anyone knows how to clear a three-foot piece with relative ease ... okay that was still pretty surprising. Girl needs to get some help ASAP.

Bill Clinton. As President of the United States, William Jefferson Clinton presided over the largest peacetime economic expansion in American history.

But boy, was he a terrible liar. The Lewinsky debacle was technically worse (with perjury charges and all), but "I didn't inhale" was his most absurd moment.

Sorry, Armie Hammer. Your arrest for marijuana possession didn't even make THG's Top 10 favorite marijuana scandals ... though it did inspire us to compile the list!

Note that there are plenty of pot smokers out there who don't appear here simply because they haven't been busted for their antics. We snub them, but they win!

Anyway, take a look at some recent stars involved in weed-related police matters below and vote for which celebrity stoner is your favorite ...

  • Chace Crawford Mug Shot
  • Matthew McConaughey mug shot

10. Chace Crawford / Matthew McConaughey (tie). The Texans tie for the 10 spot based on the classic mug shots taken after their respective arrests.

9. Snoop Dogg. Snoop's arrest this month was about as shocking as ... the #7 man on this list, who was also cited for possession in the same TOWN!

8. Jermaine Hopkins / Sam Hurd (tie). The Lean On Me star and Chicago Bears player may not be household names ... but were big time DEALERS.

7. Willie Nelson. Seriously, just leave Willie alone cops.

  • Soulja Boy Mug Shot
  • New Brooke Mueller Mug Shot

6. Soulja Boy. Recently pulled over with his entourage carrying a bunch of weed, cash and a gun. All in one briefcase. Sometimes you gotta travel light.

5. Michael Phelps. Don't hit the bong after winning a gold medal, kids.

4. Brooke Mueller. Charlie's ex claims her infamous crack pipe incident merely involved weed. Even if you give her the benefit of the doubt, what a mess!

3. Jenelle Evans. Girl can't go 24 hours without smoking up! Or getting arrested. At least some of her probation woes stem from positive drug tests.

2. Miley Cyrus. Our #2 scandal didn't even involve weed, necessarily ... but Miles totally smokes it, and who else could compete with this bong video!

1. DMX. The all-time king of celebrity mug shots is only slightly less known for his affinity for the sticky-sticky. Sometimes those things are related!

Who's your favorite celebrity stoner?
