Brooke Mueller's brother, Scott, has just gone to court and obtained temporary guardianship of Brooke and Charlie Sheen's twin sons Bob and Max.

This latest chapter in the ongoing, contentious saga comes after temporary guardian Denise Richards made it clear she could not continue in the role.

Denise, who was married to Charlie before he was married to Brooke (he's now divorced from both), also has two little children fathered by the actor.

Richards told the L.A. County Dept. of Children and Family Services that she can't handle Bob and Max because they were violent toward her daughters.

Charlie has alleged that Brooke Muller is a terrible person and parent who cannot be trusted with the kids, and that the DCFS people are "doosh bags."

Charlie Sheen is a capable parent, and one might even say a fantastic father who dotes on his kids and is always there for them, says Denise Richards.

The actress, Sheen's ex-wife, says as much in a document submitted to the L.A. County Department of Children and Family Services, titled "Visitation Log."

Denise outlines Charlie's time with their daughters Sam and Lola, and Bob and Max, his twins with Brooke Mueller (and whom Denise is also guardian of).

The document, which Denise was required to keep because she was Charlie Sheen's monitor when he visited, was given to DCFS to prove his case.

That case? That he is a quality parent, whereas Brooke is a mess.

Charlie Sheen is going HARD after Brooke Mueller and the L.A. County Department of Children and Family Services. In no uncertain terms, this is war.

The actor believes his twins Bob and Max have been grievously damaged by their mom, and he thinks DCFS is blindly protecting her at their expense.

Referring, to DCFS, Charlie quotes his father, Martin Sheen in Apocalypse Now: "I am beyond their timid lying morality, therefore I am beyond caring."

"What my family and I are forced to deal with in the last four years, lives outside the pale of any acceptable conduct or decency," the Warlock goes on.

"I am battling an amorphous enemy that needs to be swiftly disempowered."
