As 2007 draws to a close, it's time to reflect and pay tribute to the stars who made this a year to remember. On that note, The Hollywood Gossip is announcing its 10 finalists for its first annual Celebrity of the Year award.

They've given us their best, their worst and, in a more than a few cases, their naked pictures. Now it is time for us to give a little something back with this special feature, because without these celebrities, we are nothing.

We previously profiled the adorable little Suri Cruise at #10. Now, without further delay, we present Celebrity of the Year finalist #9 ... Hayden Panettiere!

As of this post, we've covered 981 different celebrities since The Hollywood Gossip debuted in mid-2006. But few bring as much to the table as Hayden.

Cover girl good looks, loads of talent, a bubbly personality, rampant over-exposure, maturity mixed with youthful exuberance, personal life speculation, constant material for inappropriate jokes about her age - the list goes on and on!

Fortunately, Hayden Panettiere - a Long Island native who stars on one of our favorite shows in Heroes - turned 18 this year, making us feel a little less dirty about our crush on her. But just look at her. Can you blame us, really?

Hayden Panettiere's middle name is Leslie. But it might as well be Sunshine.

Whether she's wearing that cute cheerleader uniform on the NBC show, dining out with friends at Koi, posing for 10 magazines per month or trying to save the dolphins in Japan, Hayden makes our world a little brighter and a lot more fun.

So here's to you, Hayden Panettiere. We'll buy you a drink in 32 months when it's legal for us to... as long as you haven't gone bonkers and checked into rehab prior to that. Please, Hayden. We beg of you. Don't go Lindsay Lohan on us.

As much as we'd all love to see Elin Nordegren nude, Irish magazine The Dubliner has paid the price for replicating an image of Mrs. Tiger Woods in the buff.

The wife of the world's greatest golfer won $183,250 and an apology from the publication that published an abusive article and a fake naked photo of her in 2006.

Trevor White, publisher of The Dubliner, conceded that the article was "cheap, tasteless, and deliberately offensive. It was also completely untrue."

All words from that description also hold true for the Jessica Sierra sex tape. Except for the "untrue" part.

No Elin Nordegren naked pictures here, folks. You'll have to make do with this bikini shot.

In a statement released earlier today, Nordegren welcomed the settlement.

"The false and deeply offensive article in The Dubliner magazine, with the accompanying photograph of another woman wrongly claimed to be me, caused great personal distress to me and my family," she said.

The beauty also said she'd donate the money to a cancer charity in honor of Heather Clarke, the wife of Northern Ireland golfer Darren Clarke, who died of cancer before the Ryder Cup tournament.

"This regrettable episode in our lives in no way detracts from the great love of Ireland that Tiger and I share," Elin Nordegren Woods said. "We look forward to experiencing the extraordinary warmth of its people and of our many friends in Ireland again in the future."

In related wives and/or mistresses of athletes posing naked, Kimberly Bell donated her Playboy money to no one.

She's not revealing many details about it, but Lauren Conrad says she makes a "life-changing" decision in the season-three finale of MTV's The Hills, which airs Monday, December 10, and she is very happy with her choice.

"I gotta be honest, I haven't seen the finale yet," LC revealed to People magazine at the magazine's 50th Grammy Awards Kick-Off Party on Thursday. "I know that something happens in our lives, but I don't know what they're showing."

Lauren added that "Something very exciting happens in my life. I can't tell you what, obviously, because it has to air, but it was life-changing."

Lauren Conrad will make a decision that will, like, change her life. OMG!

Conrad reportedly is offered a second chance at living in Paris â€" something she turned down at the end of Season One to be with Jason Wahler. Whitney Port ended up going in her place and fast-tracking herself to a full-time job at Teen Vogue.

Lauren won't confirm that (though it was also hinted at in The Hills season finale promo), but does say she had a choice to make, and is happy with her decision.

Could it have something to do with Brody Jenner?

"I mean, a little bit, but mostly do to with me," Conrad says. "I have to make a very big decision â€" which I made, which I'm very happy with now."

So, what she's saying is that she's happy! Everybody get that? We are curious to learn what this decision being made on The Hills might be ... and glad its lovely leading lady and friends will reportedly be running it back for a Season 4!

Blissfully unaware that Halloween was like five weeks ago, train wreck Britney Spears stepped out in a hot pink wig with London in Los Angeles earlier this week.

The New York Daily News has compiled the list of the dumbest people in Hollywood. Before we unveil the results, it's important to remember that:

• "Dumb doesn't necessarily correspond to a low IQ. There are poor life choices, style slip-ups and mishaps under the influence to take into account," as the newspaper explained;
• The survey was completed before news of a Jessica Sierra sex tape broke. We assume this development, coupled with run-ins with the law, along with an offer to orally pleasure the arresting officer, would have landed her on the list.

Ultimately, Lindsay Lohan captured the top spot due to her "poor movie choices, delinquent behavior and bad taste in men," which seems like an unnecessary bashing of Stavros Niarchos, Heath Ledger, Criss Angel, Harry Morton, Riley Giles, AJ Lamas and many more.

We object to second place, however, as the newspaper awarded the dishonor to Kim Kardashian because "it is sad when you leak your sex tape and nobody cares."

Kim may be many things, but the tape in question has certainly helped vault her to the center of the celebrity gossip world.

Getting naked on film and in Playboy, Kim Kardashian made a name for herself.

Spencer Pratt came in third, even though his exploits on The Hills have made himself and Heidi Montag very, very rich. Here are the rest of the rankings:

Despite her love for sleeping in the nude, Victoria Beckham says she was never a "natural" when it comes to singing or performing.

"It became very obvious from the beginning that I was never going to be the best singer or the best dancer or the best actress," she says. "You know, I've never been that good at anything, to be completely honest."
