She had underwear on all the time Perez Hilton just photoshopped the original picture, to make it funny or scandlous. The paparazzi took pics of her getting out of the car and saw her underwear ad Perez took it and ran!

Give the Victorian morals a rest. All celebrities are fair game for the camera lense. They are making an exhorbitant amount of money off of the public, therefore they are fair game when in public. That includes their body parts no matter their age. Frankly, I can't tell the difference between a 17 year old crotch and a 18 year old crocth.
