The way the younger one is standing makes her breasts look smaller than are. Even if that were not the case: so what? She's perfectly beautiful. Breast size has nothing whatsoever to do with age. I went to a combined Junior High/High School, where grades 7-12 intermingled and one thing I remember quite clearly was that the biggest boobs I saw on ANY girl there were on an 8th grader. In 12th grade, a few of my female classmates had kid sisters in 9th grade who were more developed and had bigger chests than they did. It's just how it works. You don't get awarded a new bra size with each birthday. Not yet, anyway.
