She's actually wearing a bra here. The straps are clearly visible from behind on other pics from the same occasion. She has worn an almost invisible bra several times the last weeks now. Before the "bra order", she either flaunted her bra or her lack of one. The only way I can figure it, wearing an almost invisible bra is Britney's only way of bending her father's strict bra rule a little bit. "Dad, I might _look_ braless, but I'm really wearing one just as you want, see?"
Britney doesn't need a bra. She looks gorgeous. It's not like they're hanging down to her waist, she looks just fine.
