The girl surely didn't have to apologize for anything. The picture is nice, and to me, does not elicit any sexual connotation. seriously speaking, compared to people having fun at the beach she is much dressed up. People must surely grow up and stop making a big deal out of everything.

I just think that the poor girl needs a break...because in all reality she's breaking, with the underwear pics, then pics of here and some dood, and then like...the Vanity Fair cover (I mean whatever at least she's covered up/ naked/ not naked under the sheet but who cares) The real problem is is that she's fifteen years of age and WAY TOO exposed...i know that when I was fifteen, I wanted people to leave me the F--k alone...most fifteen year olds kind of are looking for their own independence, and with Miley...it's independence in straying away from what EVERYONE expects of her and wanting to be in control of herself. The girl needs a summer to HERSELF, with mom and dad, and brother, FAR AWAY and get some like counseling so she can vent...and in a good way not...exposing pictures (ie. the bra one...the very ugly green bra one.)
