Nothing wrong with this picture. I don't know why people give it much sensationalism. It looks like a photographer made her to pose this way. Somebody just wants to ruin her reputation. Anything that can stir controversy.

No body is perfect anyway. I think it's normal to a person to touch anybody's boobs as long as you have permission, and in fact there's nothing wrong with it. this isn't racy. other famous people had scandals like Vanessa Hudgens and also Amanda Overmyer and David Hernandez. A breast grab isn't racy or scandalous, I've seen youtube videos and the girls touch their boobs.
