In the strangest development ever, the woman who called 911 and got Heather Locklear arrested the other day is a former Us Weekly staffer who was under investigation by the FBI - and she's the one who tipped off the paparazzi!

Jill Ishkanian allegedly hacked into Us Weekly's computer system to locate celebs after she left the magazine, and was following Locklear in the Montecito area.

Ishkanian watched the actress go to a market. When Heather got into her car, Ishkanian called 911, even though the star's car wasn't even moving at the time.

To make matters worse, immediately after Ishkanian called 911, she called a paparazzi agency to give them a heads up that Heather was about to be popped!

Nevertheless, the California Highway Patrol says the motives of Jill Ishkanian are irrelevant to the DUI arrest and the case is in the hands of prosecutors.

One CHP official told TMZ they were unaware that Jill Ishkanian called the paparazzi immediately after she made the 911 call - but it has no bearing.

The decision on whether to prosecute Heather Locklear will be based on the results of the drug tests administered - those due in around three weeks.

The CHP says it has received calls from other people who tell the same basic story as Ishkanian, who also gave a written statement. A CHP spokesperson says "There's no reason to believe the witness is less than credible."

Heather Locklear was arrested in Santa Barbara and booked on suspicion of driving under the influence - cops think she was on prescription meds.

A resident reported Heather was "driving erratically" while pulling out of a parking lot in Santa Barbara. The California Highway Patrol then found the former Melrose Place star's car parked on a state highway and blocking a lane of traffic.

After talking with her, the officer determined she was under the influence of something and arrested her. She was tested for drugs and alcohol.

Alcohol was found not to be a factor, but drug tests continue.

Heather Locklear was released without having to post bail. The cops probably just didn't want to have to stare at those creepy eyes any longer. Yikes.

As she receives treatment for anxiety and depression at an Arizona facility, Heather Locklear enjoyed a recent visit from boyfriend Jack Wagner this week.

The Bold and the Beautiful star â€" who hadn't seen Locklear since she left Los Angeles for the facility on June 19 â€" spent several hours with her last weekend, sources report. On Sunday, the two had lunch together in the facility's dining area.

"He looked like he was taking care of her," said a witness.

Even beautiful people get sad.

Heather Locklear has checked into a rehab facility in Arizona psychological treatment.

"Heather has been dealing with anxiety and depression. She requested an in-depth evaluation of her medication and entered into a medical facility for proper diagnosis and treatment," the actress' rep said in a statement. "This is a confidential medical matter and no further statement will be released."

In the end, is there any doubt this this is all the fault of Denise Richards for stealing Locklear's husband, Richie Samboa?

Despite divorcing two musicians â€" Supernova drummer Tommy Lee and Bon Jovi guitarist Richie Sambora â€" the actress stil tells People magazine she has a soft spot for musicians.

"I still like rock stars," she said. "Any man is good for me (just) not married men."

But right now there is no special someone in her life, despite reports she was dating Jonathon Schaech.

"I'm single," she confirmed, though she has also been linked to comedian David Spade. Just last month the pair were spotted in Honolulu, where they took in the final show on U2's Vertigo world tour.

But Locklear, who was at the conference promoting her upcoming Lifetime movie Angels Fall, is not sad about single life.

"I'm doing good," she said. "Today, I'm good."

Probably better than Candice Sanders at least.

All we know for sure is that it's not David Spade she's k-i-s-s-i-n-g anymore.

Fresh off one of the oddest celebrity pairings we've seen, Heather Locklear was recently spotted sharing an intimate dinner with Christina Applegate's ex-husband. The man is also known as Johnathan Schaech, an actor probably best known for his role in That Thing You Do!

"She really likes him," says a Locklear pal of the actor. "It's still in that fun, getting-to-know-each-other stage."

Of course, Locklear was married to Richie Sambora.

Who is now dating Denise Richards.

Who was once wed to Charlie Sheen.

Who has a soft spot for drag queens.

Great. Just as we were getting used to the idea that David Spade was somehow dating Heather Locklear, the couple has broken up.

"Heather is still going through a lot with Denise Richards and (estranged husband) Richie Sambora," a source said. "It's just too soon for her to get serious. They are still friends. It's not ugly."

Another source close to Spade says that the break "was a mutual decision."

Right. Because the former Saturday Night Live star can get a woman such as Locklear any time he wants to. At least he can now see her in Melrose Place on DVD.

Locklear and Spade were first spotted smooching at an afterparty for the Showbiz Show in March â€" a month after Locklear filed for divorce from Sambora.

They now join a long list of couples that couldn't quite make it all the way through summer. Ashlee Simpson and Braxton Olita are no longer hot or heavy, for example.

And Kate Bosworth couldn't find the time in between not eating to keep dating Orlando Bloom.

Ok, ok, so Grey's Anatomy didn't win any Emmy Awards last night. We'll get over that shortly.
