I have to go with Rih-Rih; her costume was flattering and tailored accordingly to her body. I love Lady Gaga, but her costume made her look like a swamp monster with saggy breasts. It doesn't help that she isn't conventionally attractive, either. The real "Cannabis Queen" is Rih-Rih, for sure!
