Yup, it's Miley Cyrus! This year, one "Miley Cyrus photo scandal" or batch of "racy Miley Cyrus photos" after another threatened to take down Disney's Hannah Montana queen, but she survived - and her profile only grew as a result. It's Miley!

I think Zac should've got 1st and Vanessa kept 2nd. They're already hollywood's hottest couple under 21 so they should be hollywood's hottest under 21 too

Zac IS #1 in my list but who cares cus I love him... he's such a good actor and a good guy, Miley was #1 just because of her photo scandal which is not something she should be proud of... seriously she's slowly killing her own career...Anyways LUV ZAC AND WILL ALWAYS BE #1 IN MY HEART : )))
