In the strangest development ever, the woman who called 911 and got Heather Locklear arrested the other day is a former Us Weekly staffer who was under investigation by the FBI - and she's the one who tipped off the paparazzi!

Jill Ishkanian allegedly hacked into Us Weekly's computer system to locate celebs after she left the magazine, and was following Locklear in the Montecito area.

Why are kids so mean?

It's a question that Demi Lovato and Ellen DeGeneres tackle later today, when the former appears on the latter's talk show. During the taping, the Disney singer/actress opened up about how much bullying she endured in 7th grade; so much so that home-schooling became a necessity. "I never really understood why [I was being bullied] until looking back," Lovato said, eventually realizing that her choice to become an actress made her a target "I had a different lifestyle then everyone else."
